I think is pretty hidden reason. How they ballot is quite grey. Some people applied 1 time for balance, they gotten it. Some people applied umpteen of times but keep on didnt get any queue number.

You have to start teaching to count at least the smaller notes and coins. Usually their allowance is $2 not more as they end up giving it to friends who ask for it. Lower primary can be coped. But upper level is a real challenge. The essay writings and main papers are tough.
