Can we choose CCA in secondary school

Can the student pick any CCA as they like in secondary school? Or are there criteria?
Usually they will be able to pick an CCA they like. Is like an additional hobby for them to attend after class. Etc Netball Team - open for 25 pax. & there is 100 pax interested student.
They will have a fair so called 'trial' with the 100 pax and see who is much more suitable to join.
